About
Marta is the President of Marta Green Consulting, a firm that advises national and state policymakers, health care entities, and non-profit organizations. At MGC, she designs and implements programs and projects aimed at improving health care access, equity, quality, and affordability. Marta Green served more than 20 years as an executive leader specializing in health care delivery system reform, public policy, and public affairs. Throughout her career, she has forged strong relationships with government, non-profit, policy, and health care organizations in California and nationally. She is a seasoned board member and collegiate guest lecturer on governmental studies and public policy.
Publications & Projects
Implementation of Office of Health Care Affordability
California’s new Office of Health Care Affordability (OHCA) will analyze California’s health care market for cost trends and drivers of spending, enforce health care cost targets, and conduct cost and market impact reviews of proposed health care consolidations. MGC provided organizational development support and executive coaching, design support for the Cost and Market Impact Review Program, and data acquisition planning.
Launch of the National Institute for Public Sector Employee Health Care Policy
The Institute is a 501(c)3 not-for-profit, nonpartisan, national policy institute focused on public policy areas impacting health care plans available to public sector employees, retirees, and their beneficiaries. MGC supported the development and incorporation of the institute and Marta serves as its inaugural Executive Director.
California’s Physician Practice Landscape: A Rapidly Changing Market with Limited Data
Physician services account for 20% of total health care spending. Yet information about the structure, characteristics and financing of physician practices is piecemeal and often not publicly available. This paper reviews available information sources on the physician practice landscape in California with a focus on existing regulatory and reporting requirements.
